Check the city and state in the listing then check online to see if he may have a brick and mortar store with contact information available.

A few years back he had a website where you could buy notes.  But it's gone now.  Unlike his name suggests you won't find any bargains from him.

Be very careful with this guy. Unless his notes are graded, look very closely. A number of years ago, I inquired about a fractional note that was on EBay. They responded that it was  truly a gem note. A little while later, I got a private email from one of his employees who told me that most of his raw notes are worked on. I've been watching his site for a long time and definitely his raw fractionals are not something to be desired. Check out this note...looking on the reverse, there is a pressed out corner fold in the upper right and another broad corner fold in the lower left. I don't think it would even get an AU from a grading company... Not a GEM. It is a shame they go after the unsuspecting buyer.

I've made offers to him on graded notes and made deals on almost all of them. A few years back I even called his cell phone and he answered. He was nice to me on the phone.

I can't speak to his ungraded notes, but I just bought a PCGS 64PPQ note from him last week. The original price was consistent with other similar notes on offer, however I made him an offer that was on the lower end of what I would normally offer and to my surprise he accepted. Combined with the eBay 5% bucks promo, I ended up saving about 25% off the asking price. So to echo what others have said, he seems willing to make a deal, and based on my own experience, I wouldn't hesitate to recommend him.

I haven’t dealt with him....and I must be blessed because ever since I’ve been collecting the vast majority of dealers and individuals selling to me have always accommodated me when asked, “ Do you have any wiggle room on this note ?”  It gets even better for repeat business and personal recommendations forwarded.

I've done many deals with Bill over the years, both buying from and selling to. His ebay prices are just a starting point, and he will absolutely negotiate. Best to contact him outside of ebay message system(bypass ebay) for the best deals.
