the margins are crooked, really noticeable on reverse. I've looked at a bunch of 64, none look like this . Even a bunch of 63's looked better

63 or 64 (I would go more 63). 

The left of the bottom margin is rather tight. The note looks to have good embossing and originality which could make up for that fault.

Nice looking Chief. Someone once told me that 64’s usually have an issue with the margins. Anyway great looking note. It may be trimmed but not like this ....
