Here is note you have to wonder how it survived in new with no handling.  Release in North Africa or Europe, and make it back to the USA in flawless condition, and then into a collection.

There are so many $10 North Africa notes in AU condition.  This one remained CU.

Both of those North African Stars are wonderful, and as Jim mentions a miracle of survival. My guess would be that they were "preserved" in a pack of regular notes that was put aside (or not distributed).  I doubt anyone was looking for or saving stars at that time (and place).

Early stars are fascinating. I wonder how many of these treasures were buried in the collections of @gnat & @jhodgson. Thank you both for sharing the great notes and the knowledge of small size currency with us. I have learned a lot from you. 
I don’t have any 28 $10 star. But here is a 28 $5 star.
