I would say a greedy seller. 

Many sellers even have free shipping if you spend like $250 or more. Another option is to include shipping in the item’s price when offered for sale.

There are over 43 different fonts used and some of them are very difficult to pack. The black background from 1992 weighs at least 2.7 kilograms and can't be folded to fit the standard envelope with a single forever stamp as postage.
